The £14 million plan to replace Edinburgh's crumbling Ross Bandstand with a modern 10,000-capacity concert arena has suffered a serious setback which threatens to delay the project by several years. Council leaders have been advised by senior officials to abandon plans to pursue a specific "bandstand Bill", designed to allow work to begin within two years, through the Scottish Parliament. Instead, they have been told they will need to change an existing law banning development in the Gardens and other green spaces in the city, including Bruntsfield Links, the Meadows, Leith Links and Calton Hill. That would take several years and may even prove too contentious to push through.
