Scottish Parliament bosses have so far settled accounts with contractors totalling just one-tenth of the total cost of the new £431 million Holyrood building. More than a year after the building was handed over to the parliament, payments are still to be agreed on 32 contracts. Just £46.4m worth of contracts have been settled so far, with final settlement of the bills not expected until well into the new year. Today Peter Wilson, director of the Manifesto Foundation for Architecture at Napier University, said the parliament should act to speed up the process.
