A city architect has won a battle to build more than a dozen flats in a £1.7 million development beside the River Esk. Stirling Prize finalist Malcolm Fraser and developer Aisling had hoped to transform the site of a second-hand car dealership into 14 three-storey terraced houses and a cottage beside the River Esk in Ironmills Road, Dalkeith. But the architect, who had the backing of heritage watchdogs, was forced to lodge an appeal with the Scottish Executive after Midlothian Council threw out the plans amid fears about over-development in the conservation area and the design of the flats.
