A Developer has accused Moray planning officials of dragging their heels over his proposals to save a historic but fast-decaying harbour building. Mitch Davidson has sought planning consent to convert the 200-year-old quayside warehouse at Burghead into four luxury apartments. He has been trying for the past nine months to come up with proposals which will satisfy both Moray Council and Historic Scotland. But he has become increasingly frustrated at the delay which he claims could put the whole project in jeopardy.
