Why so much, why that site, and why opt for Miralles?

Holyrood is said to have cost more than 10 times the original estimate, but it could even be said to have come in at a mind-boggling 40 times that figure. The white paper Scotland's Parliament stated on July 24, 1997, that the object was "to secure suitable accommodation at a reasonable cost", adding: "Because of the range of sites under consideration and variety of funding methods … it is necessary to express cost as a range between £10m and £40m." How that figure was arrived at remains a mystery.
