Holyrood is said to have cost more than 10 times the original estimate, but it could even be said to have come in at a mind-boggling 40 times that figure. The white paper Scotland's Parliament stated on July 24, 1997, that the object was "to secure suitable accommodation at a reasonable cost", adding: "Because of the range of sites under consideration and variety of funding methods … it is necessary to express cost as a range between Ł10m and Ł40m." How that figure was arrived at remains a mystery.
