The future: foreign fields that could hold the answer

To celebrate Glasgow's year as UK City of Architecture and Design, landscaped open spaces were created in five run-down areas. Whiteinch got a fountain and some seating. Five years later the place is dilapidated, unmaintained and unused. This is such a familiar story in the recent history of Scottish parks that it breeds cynicism. Locals call it "the effing fountain". Thanks to the National Lottery more than 60 Scottish parks have been spruced up for the 21st century. How do we ensure the money doesn't go to waste because of poor maintenance?
