Expert slammed for speaking out too late

The top architect who led an early investigation into the spiralling cost of the new Holyrood parliament came under fire today for speaking out too late to make a difference to the project. John Spencely told the Fraser inquiry earlier this week he believed the controversial building should have been halted for two months in early 2000 to get the project back on track. He claimed constant new demands had left the architects not knowing what they were supposed to be building. It would have been a "brave decision" to order a pause, he said, but he believed it was "absolutely essential".
