Twice, members of the Scottish Parliament voted to continue with plans for a new building at Holyrood. Twice, the majority in favour was narrow. And twice, the costs on which they cast their votes were wrong. Senior civil servants overruled cost controller High Fisher on both occasions and cut back on his estimates of what the project would cost before informing politicians. Last night, they stood accused of a huge political cover-up - because they failed to pass on the warnings of the cost increases to MSPs or architects for "political reasons".
