Lord Fraser's job appears to be getting easier by the day. The Conservative peer was charged by Jack McConnell, the First Minister, with finding out why the Holyrood parliament project spiralled out of control, in both cost and timescale. However, it is already clear - after only half the inquiry - that the project was in total chaos almost from the start. Yesterday's proceedings provided yet more damning evidence of just how badly the project was being handled by those in charge.
