Sir David Steel and senior politicians gave MSPs censored minutes of meetings to conceal a crisis engulfing the Holyrood construction project at a vital stage, they admitted yesterday. The parliament's former presiding officer told the official inquiry that the tactic to cover up serious splits between the architects was deemed necessary to ensure the completion of the building, now costed at more than Ł400m.
