Scottish Office architect called to account

The Herald

The Scottish Office architect at the centre of the Holyrood fiasco is expected to receive one of the toughest examinations so far in the Fraser inquiry when it restarts today. John Gibbons, who first gave evidence last November, has been recalled to explain why Bovis Lend Lease was allowed back into a competition to appoint the construction manager after submitting a tender £1m more than a rival firm. Bovis went on to win the contract after changing the terms of its bid at the final selection meeting.
