Lord Fraser's inquiry into the Holyrood fiasco resumes tomorrow, but it is likely to be overshadowed by a deepening row with the BBC. John McCormick, the controller of BBC Scotland, yesterday refused to move in the dispute with Lord Fraser, paving the way for a major confrontation between the two parties. BBC Scotland has repeatedly refused to hand over tapes of interviews with some of the leading figures in the Holyrood saga, including Donald Dewar, the former Scottish secretary and Enric Miralles, the lead architect, both of whom are now dead.
