Lord Fraser's inquiry into the £401 million Holyrood building fiasco is an opportunity for Scottish politics to shake off a Westminster "hangover", former SNP leader Alex Salmond has claimed. In his New Year's message, he said the inquiry provided the means of allocating responsibility where it belonged - at the door of Westminster and a "toadying and incompetent" Scottish establishment. He said: "The establishment stitch-up to favour the Holyrood site and defy the popular consensus for Edinburgh's Calton Hill has damaged the Scottish Parliament itself.
