Blair must shoulder blame for Holyrood fiasco

The cause of the whole debacle of the new Scottish Parliament building is simple. The Prime Minister, Tony Blair, gave Donald Dewar a free hand to build it, and gave him the freedom to choose any designer, architect, contractor and other advisers he would wish. More importantly, he was allowed to use as much of the block grant allocated to Scotland by Westminster for schools, hospitals, housing, roads, etc, as was necessary to fulfil his dream of a new parliament.
