Holyrood architect Enric Miralles was rated 44th out of 70 applicants by the expert adviser brought in to help plan the new Scottish Parliament building. Bill Armstrong, who later quit as project manager, said he left Mr Miralles off his shortlist of 20 because he was not going to devote enough time to the scheme. He told the Holyrood Inquiry that in his application form, the Catalan architect indicated he planned to spend only 21 hours a week on the Scottish Parliament for the first month, reducing to 16 hours a week for the next three months - and by month six, he was no longer going to be involved.
