The former Holyrood project director lambasted its controversial architect, Enric Miralles, for "poor planning" and for failing to understand how to build in Scotland. In evidence submitted to the inquiry into the soaring costs of the new Scottish parliament building, Bill Armstrong, who headed the project in 1998, also complained that all the architects who submitted designs should have been disqualified for failing to stick to their brief. Armstrong is due to appear before the inquiry this week, along with Brian Stewart, the director of the company building the new parliament.
