Miralles initially 'left off' shortlist
A key figure in planning the new Scottish Parliament building will tell the Holyrood Inquiry next week how he initially left Enric Miralles off the shortlist of architects for the project. Former project manager Bill Armstrong, who eventually resigned after claiming the scheme was out of control, will tell how he excluded the Catalan architect in the first sift of applications because he believed he did not have the experience or resources for the job and could not show the required level of insurance cover.
