Enric Miralles was a brilliant architect, but his pursuit of perfection posed a significant risk to finishing the new Scottish Parliament building on time, Lord Fraser's inquiry heard yesterday. Joan O'Connor, one of the selection panel members, said they knew the dangers in choosing the Catalan architect, but still went on unanimously to declare him the winner of the designers' competition.
