Donald Dewar brushed aside warnings from his own top architect that holding a design competition for a new parliament building posed major risks, it emerged yesterday. Dr John Gibbons, chief architect at the former Scottish Office, told Lord Fraser's inquiry into the spiralling cost of the Holyrood project that he was surprised when ministers pressed ahead with such a risky plan
