It was inevitable that the first week of the Fraser Inquiry into the Holyrood building fiasco would result in a series of blame game stories putting the late First Minister, Donald Dewar, firmly in the frame. And these lurid tales prompted an immediate counter reaction, with friends of Donald's - like former ministerial colleague Sam Galbraith - leaping to his defence. To me, the blame game is pointless. What we should be playing is the responsibility game. Whose responsibility was the massive over-run in the budget? And how can we learn the lessons for the future?
