The Ł800m flagship scheme to rebuild Scotland's biggest railway station looks certain to be postponed indefinitely because of a funding crisis. Nicol Stephen, the transport minister, is expected to announce later this year that only Ł100m will be spent over the next three years to patch up the crumbling Waverley Station in Edinburgh.
